1r.- Objecte

El present Reglament estableix les normes d’utilització dels refugis de la Federació d’Entitats Excursionistes de Catalunya, gestionats pel Comitè Català de Refugis.

2n.- Usuaris

Tindran dret a utilitzar els refugis a efectes d'aquesta reglamentació tots els excursionistes, en general, a qui calgui usar-los per a efectuar les seves activitats esportives i/o culturals i les persones que designi en cada cas el Comitè Català de Refugis.

3r.- El responsable del refugi

És la persona que exerceix la màxima autoritat en el refugi respectiu per delegació de la FEEC; les seves decisions, tant pel que fa a l'aplicació d'aquest reglament com per a les coses que no hi hagin estat previstes, són d'inexcusable compliment. Això sense perjudici de les posteriors reclamacions que es consideri convenient cursar.

El responsable del refugi ha d'atendre els usuaris com a hostes i la seva conducta seguirà en tot cas les normes elementals de l'hospitalitat. En tot el que pugui haurà d'atendre les necessitats dels usuaris.

El responsable del refugi serà l'encarregat de:

a) Organitzar l'allotjament.

b) Admetre, identificar i inscriure els usuaris.

c) Vetllar per la seguretat del refugi.

d) Fer respectar l'ordre necessari per a l'interès general.

En cas d'accident o de situació excepcional, el responsable del refugi col·laborarà en tot el que pugui per a facilitar les tasques de salvament.

4t.- Identificació i inscripció

En arribar al refugi tots els usuaris hauran d'identificar-se mostrant al responsable del refugi la documentació pertinent. Així mateix, li haurà d'indicar les intencions de pernoctació per tal que s'efectuï la corresponent inscripció i li sigui assignada la plaça a ocupar en el refugi.

5è.- Durada de l'estada en els refugis

Degut al caràcter d'equipament esportiu i amb l'objectiu de fer que el seu ús sigui a l'abast del màxim de persones possible, no es podrà pernoctar en un mateix refugi més de tres nits seguides, llevat del cas d'autorització expressa de la FEEC o que hi hagi places lliures en el refugi després de les 19:00 hores.

En casos de força major constatats pel responsable del refugi podrà quedar en suspens aquesta norma durant el temps just que requereixin les circumstàncies de força major.

6è.- Prioritats

La prioritat d'ús dels refugis serà per aquest ordre:

a) Els malalts o accidentats i els socorristes en l'exercici dels seus deures, que tindran prioritat absoluta sobre tots els usuaris del refugi.

b) Els usuaris que tinguin reserva confirmada i estiguin al refugi abans de les 19 hores.

c) Les persones designades pel Comitè Català de Refugis.

d) Els posseïdors de la llicència Federativa de l'any en curs, els socis d'entitats afiliades a la FEEC i els membres de federació o entitat estrangera en règim de reciprocitat, degudament acreditats, quan arribin al refugi abans de les 19 hores i per estricte ordre d'arribada.

e) Tots els usuaris indistintament a partir de les 19:00 hores segons el seu ordre d'arribada.

7è.- Reserves de pernoctació

Per tal d'aconseguir una millor utilització dels refugis es recomana, sempre que sigui possible, reservar plaça de pernoctació per endavant.

El no tenir plaça reservada pot implicar no poder pernoctar al refugi si la capacitat ha estat exhaurida.

Per a que sigui efectiva, la reserva haurà de ser confirmada pel responsable del refugi, el qual podrà demanar una fiança de fins a la meitat de l'import del servei reservat.

Les reserves hauran de respectar el límit de tres nits d’estada continuada màxima establert en el punt 5é.

En qualsevol cas, les reserves confirmades es mantindran solament fins les 19:00h del dia concertat.

Les reserves realitzades no podran en cap cas superar la capacitat oficial del refugi.

La capacitat del refugi no podrà ser superada, execpte en casos d'emergència degudament justificats.

8è.- Tarifes de preus

Les tarifes de preus pels diferents serveis que es prestin als refugis hauran d'estar exposades a la vista dels usuaris i hauran d'estar visades per la FEEC.

Els posseïdors de la llicència federativa de l'any en curs, els socis de les entitats afiliades a la FEEC i els membres de federació o entitat estrangera en règim de reciprocitat tindran, pel que fa a les pernoctacions, una tarifa reduïda. Per a beneficiar-se d’aquesta tarifa, però, s’haurà de presentar en el mateix moment d’arribada la documentació pertinent (llicència federativa de l’any en curs, carnet de soci d’entitat federada i comprovant de pagament, etc.).

El responsable lliurarà a tots els usuaris del refugi un comprovant de tots els serveis prestats. Aquest comprovant serà un imprès del model aprovat per la FEEC en el qual constarà el N.I.F. del responsable del refugi (si és el cas) i el nom del refugi corresponent.

9è.- Llibre del refugi

En tots els refugis hi haurà un llibre en el qual els usuaris podran anotar la seva estada sempre que a més hi consignin de forma llegible les seves dades personals.

Es recomana d'inscriure en el llibre tots els casos d'ascensions particularment difícils o perilloses amb inclusió d'una breu descripció de l'itinerari que es pretén seguir.

10è.- Normes generals

Per l'existència d'un interès públic en el bon funcionament dels refugis de muntanya, cal que tots els usuaris posin la màxima cura en la seva conservació i aprofitament. Amb aquesta finalitat, i per tal d'aconseguir el millor respecte envers els altres, s'estableixen les normes següents:

a) Queda expressament prohibit:

- Encendre foc o cuinar fora dels llocs destinats expressament a aquesta funció.

- Romandre en els dormitoris després de les 9 del matí, llevat del cas de malaltia.

- Fumar.

- Accedir als dormitoris amb botes i material de muntanya o d'esquí, els quals seran dipositats en els llocs previstos a tal efecte.

- El funcionament de tota mena d'aparells sonors que puguin molestar la resta d'usuaris.

- L'entrada de tota mena d'animals.

- L'ús de la zona no guardada com a tal mentre estigui oberta la zona guardada.

b) Cal que tots els usuaris:

- Guardin silenci absolut durant el període comprès entre les 22 i les 7 hores; totes les entrades i sortides del refugi dintre aquest àmbit horari es faran amb el màxim de compte.

- Deixin els estris emprats totalment nets i recollits.

- Respectin les normes de seguretat establertes, les quals seran exposades en el refugi.

- Recullin totes les escombraries i deixalles generades i les baixin al lloc adequat.

c) En els refugis no guardats es tindrà molt de compte en tancar perfectament les portes i finestres i en apagar totalment el foc.

Qualsevol desperfecte que es produeixi o que s'observi haurà de ser comunicat a la FEEC quan abans millor.

En cas d’incompliment greu de les normes generals d’utilització per part de qualsevol usuari, aquest podrà ésser obligat pel responsable a abandonar el refugi.

11è.- Reclamacions

Qualsevol reclamació per part dels usuaris dels refugis de la FEEC haurà de ser adreçada per escrit al Comitè Català de Refugis en un termini de 15 dies des de la data en què s’hagi produït el fet que dóna origen a la reclamació. El Comitè Català de Refugis contestarà en el termini més breu possible.

12è.- Annexos al Reglament

Cada refugi haurà de disposar dels següents Annexos al Reglament:

1- Dades del refugi (capacitat, alçada, ...) i del seu responsable (nom, telèfon, etc.)

2- Fulls de reclamacions i/o comentaris.

3- Normes de seguretat del refugi.

4- Horari d’ús dels dormitoris i del menjador.

5- Tarifes de pernoctació i dels serveis de menjador.

6- Calendari d’obertura.

7- Comprovants de pagament dels serveis.

13è.- Acceptació del present reglament

L'ús del refugi suposa la total acceptació d'aquest reglament, el qual haurà d'estar exposat públicament en tots els refugis.

El present reglament s'ajusta a la normativa establerta per a aquest tema per la FEDME i ha estat aprovat per la Junta Directiva de la FEEC en la reunió efectuada el dia 16 de gener de 2001.

REGULATION ON MOUNTAIN HUTS

1st Object

The present regulation establishes the rules of using mountain huts belonging to Catalonian Federation of Rambling Clubs, managed by Catalonian Committee of mountain huts.

2nd Users

Have right to use huts and as a consequence of this rules, so that, all the ramblers, in general, that need to use it in order to exercise theirs sport and/or cultural activities and people that ,in any case, are chosen by Catalonian Committee of mountain huts.

3rd Person in charge of mountain huts

It is a person that obtains the maximum authority in mountain hut respecting local office of FEEC, its decisions, like for the application of this rules that much for unforeseen things ,are inevitable and must be fulfilled. This goes without putting in danger the posterior complaints that should be done. The person in charge should take care of all needs of mountain hut users as a host and his behaviour should be example of following the elementary rules of hospitality in all the situations. In general, responsible person needs to do all that is in his power in order to cover users needs.

The person in charge will be responsible of :

a)Organisation of accommodation .

b) Receive, identify and inscribe users.

c) Guaranty for safety of mountain hut.

d) To assure the respect of necessary order that is in common interest.

In case of accident or special situation, responsible of mountain hut shall collaborate in all that is within his limits in order to facilitate rescue tasks.

4th Identification and inscription

After arriving in mountain huts all the users need to be identified showing correspondent documentation to person responsible. In the same time, need to indicate attention of staying for the night in order to make correspondent inscription. Once made the inscription users will get previously assigned room in mountain hut.

5th During the stay in mountain huts

Depending on kind of mountain hut and with objective to make the best of its use referring to maximum of persons possible, it is not possible to stay for night in same mountain hut more than three nights in roll. Except in the case of specificall authorisation of FEEC or if there will be free places in mountain hut after 19:00 hours.

In case of higher force detected by person responsible of hut, this rule can be suspended during the required time conditioned by circumstances of higher force.

6th Priorities

Priority of use the mountain huts shall be in this order:

a) Persons that have been injured or suffered the accident and rescue service people in performing of their responsibilities, that have the absolute priority and most of all users of mountain huts.

b)Users that have confirmed reserves and are in the mountain hut before the 19 hours.

c)Persons designed by the Catalonian Committee of mountain huts.

d) Holders of federative licence of current year, members of the FEEC affiliated entities and members of any federation or foreign club in reciprocity that present correct documentation of identity, that arrives to mountain hut before 19 hours and following the arrival order.

e) All users indifferent from 19 hours ,depending of their arrival order.

7th Reservations for overnight stays

In order to achieve the best use of the mountain huts it is recommended, always if possible, to reserve in front the overnight stay. In case that we do not have the place reserved could mean that you will not be able to stay overnight in the hut if capacity if fully covered. To be valid the reservation needs to be confirmed by responsible of hut, responsible could ask for a security amount to be paid in quantity no higher than half of total sum of reserved service.

The reservations need to respect the limit of three night spent maximum in hut continuously previously mentioned in point 5.

In any case confirmed reservation will be valid only until 19 hours of reserved day.

8th Price List

The prices for different services that are provided by huts needs to be displayed and accessible to a users and they needs to be verified by FEEC.

Holders of federative licence of current year, members of clubs connected to FEEC and members of foreign club or federation in a same way will have discount prices for services of staying for night.

In order to use this discount prices it is necessary to show adequate documentation in moment of arrival ( federal licence of current year, card of federal club membership, receipt of payment that is made, etc.).

Person responsible will send to all users of hut one invoice of all services that are on their disposal. This invoice will be an copy of model approved by FEEC in which will be able to find financial identity number of person responsible for the hut (if this is the case), and name of correspondent mountain hut.

9th Book of mountain hut

In all mountain huts needs to be book in which users will be able to write about their stay in hut always in a way that is possible to read their personal data. It is recommended to write in the book all personal experiences on specially difficult climbing or dangerous climbing with a small description of rout that was followed.

10thGeneral rules

In order to obtain public interest regarding the good functioning of mountain huts it is necessary that all user manage huts with maximum care and to keep it in good conditions!

Following this tendency and in order to reach the best respect in front of others are established following rules :

a) It is especially prohibited :
- To make the fire or to cook outside of the places designed for this function.
- To stay in the dormitories after 9 o'clock in the morning, excluding the case on not feeling well.
- To smoke!
- To enter in the rooms with boots or any material for use on mountains or anything for skiing, that should be left in for this purpose prepared places.
- The functioning of any machine of domestic use that produces the noise which can molest the rest of users.
- Allowing entrance of any kind of animal.
- The use of no guarded zone while it is open guarded zone.

b) It is necessary that all users :
- Stay in complete silence during the period between 22 and 7 o'clock ; all entrants and goings out within this time period will be done with maximum care.
- Leave al the used things belonging to hut completely clean and gathered in same places as before.
- To respect established security rules that are showed in mountain hut.
- To collect and put all garbage together and deposit it in for that purpose made places.

c) In mountain huts not guarded need to be taken care about closing windows and doors and to extinguish the fire.

Any problem or disorder detected or produced need to be reported to FEEC as soon as possible.

In case of hard disobeying of general rules of use from any of the users, as a consequence this user can be obligated to leave mountain hut.

11th Reclamation

Any complaint from the part of mountain hut users belonging to FEEC needs to be prepared in written form and directed to Catalonian Committee of mountain huts in period of 15 days from the date that the problem which is a reason of complain appeared. Catalonian Committee of mountain huts will respond as rapid as possible.

12th Attached documents on rules

Any mountain hut needs to have following attached documents on rules:

1- Info on mountain hut ( capacity ....) and of person responsible ( name, telephone number, etc.)

2- Pages of paper with written complaints and comments.

3- Rules of mountain hut security.

4- Working hours of use for sleeping rooms and dinning room.

5- Prices for overnight stay and on services of dinning room.

6- Calendar of opening.

7- Cash receipt showing that payments of services is made.

13th Acceptation of current rule

The use of mountain hut suppose complete acceptation of this rule, that has o be publicly exposed in all the mountain huts.

Current rule was adjusted, to established rule on this subject by FEDME and was approved by FEEC board of directors on meeting that took place on 16th of January 2001.
